The State of the Bay Report is a report that is published by the Chesapeake Bay Foundation. Each major indicator of the bay is given a score, telling people how healthy or unhealthy it is, along with the bay as a whole. The score is measured by using historical and current data about a species health. For underwater grasses, they would measure how many acres there are growing now, and how many they've had in the past. Based on that data, the foundation assigns the indicator an index score of 1-100. In the report, it says that in 2014, underwater grasses index score is 22.
